"They" have been concerned about the possibility of human-induced effects on climate since long before the fifties, see google.com, but I see no evidence of the concern waning, so where's the cyclicity?

We're way off-topic here. Perhaps I should have have challenged your statement on that basis, but that would have ignored the non-sequitur.
