The Govt. has rules for purchasing that are probably as massive as tax law. What's saddest is that if you suggest sole sourcing to a specific make and model you get accused of being an investor in the company or have some other financial interest, like the sale of one $1000 items going to more the stock, that's the mentality of Govt. buyers. You can't believe how much it costs when they don't purchase the recommended item as the new item won't fit in the same place. Supply people don't care, they saved the Govt. a little money buying a competing item that met the same mil-specs.

I needed multiple computers for a new project once and was told we could get them in 6 weeks. The buyer assigned to purchase them saved the Govt. $600, but took 4 months in doing so. It probably cost $10K or more in overtime to get the work done in time, but the buyer was thrilled as she saved the Govt. $600.

The Govt. system is one that is totally penny wise and pound foolish.
