| | | I'll agree with you that procurement money is almost always very tight, except at the end of their fiscal year when unspent funds are found, then you're told that you can get almost anything you want, if the funds are committed in the next 30 days or less. I can't tell you how many years as the fiscal year was near it's end we were told to plan on forced leave, then maximum overtime. Projects being funded by fiscal year is insane, but I doubt it's changed in the nearly 30 years since I retired.
I would suspect that the maintenance cost of antiquated equipment is dramatically higher than if replaced with new equipment, but I'd bet that such logic can't be used to budget more for new equipment, and less for future maintenance as it comes from different budgets.
When Trump first allied with Elon Musk he should have had someone with expertise in the rights of Federal Employees thoroughly educate him on their rights. I would suspect that many that he fired are still vacationing, or perhaps working for someone else, but eventually have back pay restored and either resume working, or quit with a ton of back pay in the bank. It may make for good press to bring a chainsaw in to cut Federal employment, but laws prevent doing what Musk did and eventually most employees will be made whole.
On a note of levity, I had this thought:
Perhaps Trump has it right. He's deporting many aliens, but his actions have led to all kinds of American companies laying off all sorts of employees. Now we know who can take over picking our vegetables and fruit, washing our cars, etc. etc.
I really don't object to ICE deporting serious criminals, but yesterday I saw them justifying a speeding ticket as a serious crime. The greater majority they deport have committed no crime beyond coming here, some over 20 years ago. We need legislative reform, not gestapo tactics scaring both legal and illegal people who've been working hard here and paying taxes whether legal, or not.
