In a memo to the states, the Agriculture Department said on Friday that it is preparing to “complete the processes necessary to make funds available” to provide full food-stamps benefits, according to a copy viewed by The New York Times. The document did not mention the Trump administration’s last-minute request to a federal appeals court to halt those full payments, which a lower court had ordered to resume despite the government shutdown. Nevertheless, the government said it would stay in touch with the states generally on “future developments.” The memo arrived as some states were forging ahead on providing full food-stamps benefits to their residents.
