Q cannot refuse a license (FRAND royalties), but has no obligation to manufacture a modem for Apple. Q is bound by whatever terms are set forth in the (separate) Supply Agreement - we don't know what options Apple has or doesnt have to extend that SA. (We've all assumed, based upon Q's public statements, that the SA expires in 2026.)

What we dont know is what, if anything, is happening outside of public view.

There are several different possibilities (assuming Apple hasn't advanced its C* to a point that Apple is ready to take the modem totally in-house): 1. Use Q's last thin modem design and re-up for a year with old tech, 2. Apple and Q have been collaborating on a modern thin modem and re-up for a few more years (doubtful in light of Q's constant guidance winding down Apple's revenue combined with Q's need to keep a plowing in R&D to advance the thin modem tech), 3. Apple and Mediatek have been silently working on a stopgap thin modem and will announce a Supply Agreement within the next several months (who knows).

Occams razor says Apple will go with its (good enuf) modem and its customers won't care.
