Why do they need so much debt w/ such good FCF?

I can understand high CapX as they invest in software & platforms development/upgrades. I love companies that can finance Capx just from their FCF.

Then the surprise is their deal w/ KKR to buy all their Foreign Buy Now Pay Later receivables, which shows little risk management by PYPL. Other Buy Now Pay Later start ups have a much more aggressive management system for these loans where they can cut off and/or reduce exposure daily to customers that may be exceeding their credit limits.
FWIW, I sold all my PYPL that I bought in early 2024 and even at the current PE have avoided this one for now.
