Through the rumor mill Qualcomm's OEMS -- including Samsung -- were extremely mad at Arm for suing Qualcomm and taking this new anti-competitive step. It not only affects QC but the device manufactures as well.

I would expect KFTC moving first of the regulators has a lot to do with some back channel pushing from Samsung to get moving on this. Discovery also is done now in the case, I don't know if Qualcomm could have sent some evidence over to KFTC?
