The higher factory inventories reported by S&P Global's Flash PMI for November are likely due to companies gaming the tariff timelines.

They stuffed their import buys when tariffs were lifted or reduced from their source countries since "Liberation Day, and they sit on other unfinished goods waiting for tariff items that are either too expensive and likely to have their rates reduced or eliminated, or they are re-sourcing the items from other countries or re-shoring some buys.

Either way, smart companies are having to carry additional inventory these days because their carrying costs are dwarfed by the volatile tariff cost impacts of knee-jerk administration policies.
