A couple of somewhat older papers on Google's TPU networking: cloud.google.com cloud.google.com The 2nd one here is on their optical interconnect. The first one references about 3K TPUs in a "slice" but that is older TPU v4. The current version (Ironwood) takes that slice number > 9K IIRC.
