I understand, which is why I mentioned ~15% gain to 6.5 GHz seemed like a safe bet but 7+ GHz only a nice possible bonus.

I think all the companies (Apple, Qualcomm, Intel, AMD, Arm) are looking for strong ST boost clocks to shine on certain benchmarks, and all are sacrificing power consumption to achieve that.

They definitely want to reap the benefits of the lower power, especially in server space with heavy MT use. But allowing for high fmax, high boost clocks is what you will see on the benchmarks.

Phone chips don't really need that. I am talking mainly server, desktop and notebook.

I think what remains to be seen is how well each company does to find a sweet spot to derive most of the both worlds: big power savings at same performance and high performance increases at the same power.
