Googled words “David P. Goldman” and “Manhattan project”. He used those words more than once, over the years. Here is a video (3 years ago) in which he describes our developing problem - and describes the steps he called in his other publications, not in this video - “Manhattan Project”. Nice, lucid 13 min video.

I was unable to find right now the article. Google AI summary mentions it in connection with an article in the WSJ - but, it’s behind a paywall. Anyway, here is the copy / paste of the summary:

AI Overview

David P. Goldman mentioned the "Manhattan Project" in a July 2020
Wall Street Journal article, where he argued for a similar level of national priority and funding for critical technologies to compete with China.
The article is titled "What China Learned From Cold War America". In it, Goldman suggested the U.S. should adopt several policies that contributed to American innovation during the Cold War era, specifically:
  • Reagan-era funding levels for basic research.
  • "Manhattan Project priority for critical technologies like quantum computing and missile defense".
  • A national program for the 5G build-out.
  • A science education program modeled on the post-Sputnik National Defense Education Act of 1958.

You can read a version of the article on the Wall Street Journal website.
