I was curious, never having been n a war myself, what the "rules" are if, for instance, I fire a missile and disable an enemy tank, am I allowed to shoot the enemy soldiers leaving the tank?

A related confusion here, I've heard of the boat incidences as "double taps" and I thought the term described a second attack on rescue efforts, not a second or third or forth strike on the original target. Taken to it's logical conclusion, if I were to fire once and hit, then fire again, I'd be "double tapping?"
