You described the question and controversy precisely. It doesn't look good, but is it a war crime to strike the boat a second time, an hour later? Was the boat still floating? Were the two survivors a potential threat?

For sure, the last thing the Dept. of War wants is to rescue (if even possible) the survivors, and deal with their side of the story, and publicity.

War is about killing the enemy. Trump has labelled them as "Narco terrorists", which ostensibly gives some justification to kill. Israel always labels the daily killing of Gazans as "terrorists", and therefore claims justification. Anyone labelled as a "terrorist" anywhere, is fair game it seems these days.

It doesn't seem the US authorities are anxious to pursue this matter, but maybe this event will curtail this kind of killing on the high sea, as it was embarrassing to say the least.

Not sure if this story has legs.
