People like Kegsbreath think that their conception of bushido culture is the best way to make an effective military. Which probably contributed to him leaving the military, because he wasn't ever going to be promoted any higher.

Brutal militaries have a history of underperforming, to put it politely. I mean, look how it is working out for Russia. Against a country a fraction of its size, it is fielding what is best described as the second best military in the conflict. Yes, Russia has serious problems with corruption and incompetence, but you also have the same sort of problems in any military with a focus on brutality. Because those who favor no rules in warfare are also against following most other rules. So it comes with the territory. Such militaries might be good at suppressing their own domestic populations, but against well trained and disciplined opponents, not so much.

But, you know, facts and reality.
