China may hesitate to re-open reliance on U.S. technology that the U.S. government could cut off again.

Ya think? China will do it's best to never rely on US anything again. The entire world will do it's best to not rely on outside countries for a long time. They may buy some high tech US thing if it's offered to them, but they aren't going to let the (temporary?) availability of anything prevent them from developing internally equally capable technology.

Let the race begin......
