re: Why should AMD pay anything to export chips? You know my opinion, that all these restrictions are counter productive. But between sanctions, bans and export fee, the export fee is the lesser evil. Since there are these, so called "China Hawks" who want to ban all the sales altogether, this may be a tactic to keep them at bay. It is quite possible that Trump was among the short-sighted China Hawks, but he brought in David Sacks, who was able to influence / persuade Trump on this, to pursue a more logical course.
