Actually, Chamberlain was neither. While he might have been hopeful, he also accelerated the UK's rearming programs and prioritized things like the Spitfire and munitions production in case things went pear-shaped. He bought needed time. The UK wasn't ready for war, nor was France. Chamberlain was facing the likelihood of the UK going to war over the Sudetenland and France declaring neutrality, relying on their Maginot Line to limit their exposure. Without the cooperation of France to move men and materiel would make logistical support impossible given there was no coastline close.

Chamberlain did what was prudent. He appeased Hitler to buy time. Which emboldened Hitler, there is little doubt. But Chamberlain also used that time to prep the UK for war. Those months he bought did that. The UK was in a much better position than France by the time that actually happened.

With the information we have now, it is quite likely that Hitler would have backed down if the British had stood up. But with the information at the time, that would have been a huge gamble. One that carried the threat of weapons of mass destruction, i.e. chemical weapons. Chamberlain was presented with studies showing chemical attacks on London and other population centers would have casualties in the millions. Plans were made for mass disposals at sea of those bodies. But there was no way to know of Hitler's aversion to chemical weapons.

All of this was in the files the UK released during the 1950s.

As you note, Chamberlain and Dozin' Don share nothing.
