Ukraine's shadow-fleet strategy is working faster than expected.

After just two tankers destroyed in the Black Sea and one damaged off Senegal, Besiktas Shipping pulled all 15 of its tankers from Russian routes. The company controlled several hundred thousand tons of annual carrying capacity - now gone from Moscow's rotation.

The structural problem for Russia is severe. Around half of the 500 tankers carrying sanctioned Russian crude are foreign-owned and leased. Black Sea ports like Novorossiysk handle roughly one-fifth of Russia's seaborne crude exports, and oil and gas still provide about one-third of Russia's federal budget.

Putin's response was to threaten cutting Ukraine off from the sea. But at current advance rates, Russian forces won't reach Donetsk's administrative border until August 2027. An Odesa offensive would require contested river crossings and stretch logistics that already can't sustain current operations.

Moscow can't compel foreign shipowners to stay. Ukraine can convince them to leave.
