He's referring to China building makeshift hospitals in the midst of the Covid emergency. To alleviate overcrowding in hospitals, the US deployed military ships and transferred Covid patients to nursing homes with spare beds. 80% of China's data centers sit idle. The time frame for construction of normal size US data centers is about 12-18 months if a site has been selected.
