The reason Apple got an incredibly favorable ALA until 2040 is no doubt because they told Arm they would go all in on RISC-V.

Apple due to its vertical integration is the only company that could actually pull it off. While Qualcomm has to drag the entire ecosystem (compilers, operating systems(windows, linux, android), apps(windows,Iot, Android), developers (windows,linux,android), other things i'm forgetting?) to ship a full Application Processor RISC-V SoC. Apple controls all of those things for its ecosystem, they could pull it off in probably 4 years.
