Not only is Trump making the same mistake as Biden, he is channeling Carter and saying austerity is the way forward.
Austerity is the default solution when all other solutions have been taken off the table.

No matter what, though, Trump is not a champion of austerity. Instead, he only believes in "austerity for Democrats." When it comes to himself and his sycophants in the Republican Party, it's spend spend spend like there is no tomorrow.
