Point is, mdtk, Huawei, Samsung all managed to design, certify and deploy their own 5G modems. Which was why I never doubted Apple with its resources would eventually be able to produce theirs.

As to how good they are... Select Samsung Galaxies and recent (2?) gens of Google Pixels have used Samsung modems. Huawei uses Kirin modems in all their phones now afaik. At one point in the transition they used Q in high and low end models and their own in midrange models.

I do not know their thought process. If I were Samsung or Apple I would not bother to venture off into modems. Does not make economic sense to me. Otoh, kudos to them for trying -- and succeeding?!
