The same excuses and defenses, along with the rock-solid belief that when one of Dear Leader's leopards start ripping off their faces, a personal appeal will fix it.
That also explains why ordinary Russian civilians, whenever they have grievances against corruption government officials, will always make personal appeals to Vladdie PooTin.

It's like the very possibility that the corruption starts at the top doesn't exist in their minds.

In today's RuZZia, PooTin is the only agency with any legitimacy.

And in today's MAGA Amerika, Trump is the only agency with any legitimacy.

There's a reason why I keep repeating that line.
