WASHINGTON ? President Donald Trump has taken action classifying fentanyl as a "weapon of mass destruction" as his administration escalates efforts to combat the flow of illicit drugs into the United States. Trump signed an executive order on Monday, Dec. 15, to formalize the designation, which comes as the president has signed off on unprecedented airstrikes on alleged drug-carrying boats in the Caribbean from Venezuela.

"No bomb does what this is doing," Trump said in remarks from the Oval Office, pointing to overdose deaths caused by fentanyl in the United States. "So we're formally classifying fentanyl as a weapon of mass destruction."

U.S. citizens are primarily responsible for physically smuggling the finished fentanyl product into the United States across the U.S.-Mexico border. The raw precursor chemicals, however, largely originate in China and are then processed into fentanyl by transnational criminal organizations in Mexico.

The Supply Chain and Smuggling Process
  • Origin of Chemicals: The precursor chemicals required to manufacture fentanyl are predominantly sourced from companies in China. India has also been identified as an emerging source for these chemicals.
  • Manufacturing: Mexican transnational criminal organizations (TCOs), especially the Sinaloa and Jalisco New Generation Cartels (CJNG), import these precursor chemicals and manufacture the illicit fentanyl in clandestine labs in Mexico.
  • Smuggling into the U.S.: The vast majority of the manufactured fentanyl is then smuggled into the U.S. through official ports of entry (POEs) along the U.S.-Mexico border, not between them.
  • The Couriers: TCOs mainly hire U.S. citizens to act as couriers. U.S. citizens are subject to less scrutiny at legal crossings because they have the right to enter the country and often blend in as normal travelers. Data from the U.S. Sentencing Commission consistently shows that over 80% of individuals convicted for fentanyl trafficking are U.S. citizens.
  • Method: The drug is most commonly hidden in passenger vehicles with concealed compartments or commingled with legitimate commercial goods.

This process highlights a distinction between the source of the drug, the organizations that control the supply chain, and the individuals who physically transport the final product across the border.
