Did you ever study Civics?

Presidents can't cut budgets, for the most part. Legally, at least. As you will recall, our Constitution says Democrats get a hand in controlling the budget.

So, you have to at least a modicum of agreement between the parties to cut the budget and Democrats will never agree with Trump to do that.

You get that? (I know you once understood that...)
