I've looked at this topic many times. There is no standard for reporting these data; I state who finds it to their advantage can literally say anything they'd like.
For example, California has far more military installation, bases, etc., and far more people on those payrolls than any other. Vastly more than Texas even.

One could development an equitable comparison basis but it really doesn't service much propose; everyone just makes it up to suit their own purposes. An example is such analyses tend to ignore the fact that NY and CA charge massive state income taxes, which are then deductible on the federal tax return. But property in those states is massively more expensive than it is in TX or Arkansas, so taxapyers in Cali get far more federal deductions simply because your states are less affordable. How's that my problem?

The point is these are not factual claims, even though lots of people believe they are.
