Yup, logical, and would get a sense if Carney actually believes a pipeline should be built. He said the Feds wouldn't interfere with a pipeline through BC, but BC won't approve one, so that's a no go. And Carney probably knows that. Going through the currently willing US would work, but would need Carney's approval. So now would he approve (or get out the way)?
