So if I can unpack and paraphrase what was said here (I believe Kiisu started this discussion on SA).

US Defense Contractors are hired the the US Government to develop military stuff from the US Government.
These contractors are often late and over budget on these projects.
In response to the failure of contractors meeting schedules and bugets, The president is going to issue an Executive order to directly Financially penalize the CEO's & executives of these companies and also the investors of these defense companies.

I am not a legal expert although I do question whether the US government has the authority to exert direct control of a private company for not meeting its contractual obligations.

In the private world if a company cannot perform per the terms of a contract, the recourse is typically to sue the company in a court of law.
