They've now defined anyone who even looks at an ICE operation as a domestic terrorist. If you're a neighbor of someone who is being arrested and they come to your door and you ask what is going on, they are arresting you (this has happened).

If you take video or photos of them, you are now classified as a domestic terrorist. If you carry protest signs that can been seen by ICE, you are now a domestic terrorist.

If they come to your house by mistake and you tell them they're in the wrong place, you are a domestic terrorist.

They are doing this to intimidate people who oppose them rounding up anyone who doesn't have pale white skin. If they do call you a domestic terrorist and arrest you, you're out $5k just on their whims.
