This is a good outline:

Consistent with NSPM-7, the Memorandum signals that conduct traditionally viewed or investigated as protest-related or cyber-enabled crimes — such as picketing or parading with intent to obstruct the administration of justice, or online doxing — may be investigated by JTTFs and could be charged using terrorism-adjacent statutes that carry significant criminal penalties.

If you are picketing or protesting ICE even outside a courthouse like my wife did one day last summer to support our former house guest, she can now be subject to full blown justice department terrorism investigation we would have to pay to defend against.
