There's nothing "suboptimal" about pairing an ICE with an electric motor and a battery so that you can scale back on the size and HP requirements of the ICE.

Trains have been doing that for more than a century. Because it is more efficient than using the ICE directly. IC engines have their peak efficiency in a fairly narrow RPM band. Hybrids take advantage of that. Especially the ones more like the Chevy Volt than the Prius. Not to mention, regenerative braking is a huge win as it is with a BEV.

As you note, there is nothing suboptimal about a hybrid. In fact, if you want an ICE, it is the optimal solution.
