How could they it was perfectly legal at the time. China has two x86 based families now, the Hygon/Sugon team with Epyc roots, and the Zhaoxin line which had the license from Via, but IIRC they claim the current designs are entirely of their own. They too use chiplets and have a 96 core server part.
