Yeah, that's why I called it somewhat cherry-picked stat.

But as far as Germany and China, it is not just a question of energy efficiency, but Germany closing down and shifting abroad its heavy, high energy used industries, such as chemicals, metallurgy.

GDP per KWh is not a great measure if the economy is importing inputs from high energy use countries.

And it can prove to be very short sighted, as we see with China's monopoly on rare Earth metals.
