It looks like he is serious about making the Western Hemisphere an American preserve.
He can't be serious. He would have to leave NATO and set up brand new alliances with Canada, Mexico, Central and South America.

Right now, however, Trump is basically pissing off everyone in the Western hemisphere except maybe Argentina, and even that alliance is tenuous.

In any case, there is no rhyme or reason behind Trump's weird revival of the Monroe Doctrine. The most likely scenario is that he's picking and choosing moments in history that support his "make shit up as he goes along" foreign policy.
