IMO, this is the big step MEO skipped, to my knowledge, and this has been a costly calculation.

Scout drilling (eg., auger) could easily have been done first, starting last November. I think the Montello crew is learning the targets aren't leaping out up the drills. The chosen route is costing upwards of 10 times what it would have to first auger & find if the targets were too deep, the type of material present (such as black 'beach' sand), etc.

My opinion.
