This looks like a form of capitulation. Could more so for the SP500 than the NDX. Even though the last point is not clear - the NDX study is starting in 2010, and the SP500 in 2023. As @McClellanOsc noted, only 1 of the NASDAQ 100 stocks went up today. That's even worse than during the April tariff crash bottom.
