A big problem is there isn't a coherent policy or agenda. It is more of an awful spasm. There clearly are several factions with competing ideas, each getting his ear for a limited time. Other than greed and dominance displays, there just isn't anything that is a consistent theme. Once the thrill of the performance art wears off, he then moves onto something else.
