First of all, it's not America's oil. It never was. Venezuela has heavy sour crude, expensive to extract, transport and process. It'll take years, if ever to get pipelined. The infrastructure is not there currently. Finally, oil majors will be reluctant to go in there and invest without some guarantee. Finally, there are other markets for Canadian oil.
