Since the swerve happened as he was shooting her, I'm guessing she saw the gun and simultaneously reacted by swerving as he shot. If she hadn't seen the gun he'd have been road kill. She was dead by the time she finished her swerve. It's called "bang-bang". She should have stopped when the first officer tried to reach in and grab her.
