She initially drove at him, but he probably shouldn't have shot her after seeing her swerve to the right around him.
In the totality of the circumstances, the shooting was probably justified. The ICE thug stood right in front of her car, and she still floored it. That showed a lack of regard for the ICE thug's safety.

But the spokeshole at the DHS should have kept his mouth shut. The victim clearly wasn't engaging in an act of "domestic terrorism." That's stupid.

Instead, the spokeshole should have said that she demonstrated gross negligence that put a federal officer's life at risk. The outcome was unfortunate, but legally justifiable.

That's why professionalism matters, and I see very little of it these days within DHS. They won't train their officers to try and avoid these situations (such as walking right in front of a vehicle). They'd rather just flaunt their power and shirk any responsibility whatsoever.
