I think you are trying to describe "boost-glide" hypersonics. Like China's DF-21. They do bring maneuverability to the party, but are no faster than an equivalent ballistic missile at those distances. The US did a lot of research on them in the 1980s. But it was a weapon looking for a use case that made sense. Unless you want to strike a carrier battlegroup, there just isn't a lot of uses it is significantly better at than existing systems. What the US wanted was the ability to hit a target on the other side of the globe in minutes. Which it can do. But the only advantage other than maneuverability is a flatter trajectory, giving a lower flight time. We are still doing research, but nothing fielded yet.
