It's also bad practice for a police officer to stand in front of a moving vehicle and artificially create a situation where use of deadly force is required.

About the only time this would be justified, still stupid but ok, is if the person in question is so dangerous that you are taking them dead or alive and are willing to kill them at the slightest sign of non-compliance.

Which was what happened.
