Bill, FWIW, here's a better angle of what happened just before the shooting:

I still can't tell what the driver was doing there in the first place. Seems like ICE was already on the scene, and her vehicle was standing there in a perpendicular position when another pickup truck full of ICE agents showed up.

As the reinforcements arrived, she started to back up a bit, then shift into Drive in an attempt to GFTO of there.

Unfortunately she was too slow. The ICE agents on foot already surrounded her vehicle, including the guy who stepped in front so that she would be trapped. Whether she saw him or not, I can't tell. Maybe she hit the accelerator before realizing that there was an ICE agent at her 11 o'clock position.

All in all, I think that video proves that her intention wasn't to run anyone over, but just to escape. Whether she was actively impeding ICE operations there, or whether she was simply in the wrong place at the wrong time, remains unanswered.
