Ok you asked for it, here it is. The shot through the windshield clearly missed the driver, low and to the left. Although it almost hit the ICE agent standing by the drivers window. You can clearly see the wheels are turned to the right away from the ICE agent, no intent to drive at him. Two more shots were fired through the side window, by the ICE agent that was standing on the in front of the car drivers side after the car had passed him. The kill shots to the head, at this time there was no threat. Here is the evidence. Murder pure and simple.
