Apparently the guy has a history of putting himself in dangerous situations. He was one of those who got dragged because he grabbed the door of a moving car.
Yeah, I just saw that. He even got seriously injured as a result:

ICE officer who shot woman in Minneapolis was dragged by a car in June incident (CBS News)

The thing is, he isn't one of the barely-trained newhires that came on board during the ICE hiring surge. Minneapolis is his home, and he has 10 years of experience working for ICE.
