The officer's off to the side of the car when he shoots the windshield. The sound and the abrupt movement in the camera is because he's holding it in his hand as he grabs the hood and pulls out his revolver. His camera's view is off to the side of the grille of the car before the commotion which indicates that he's also off to the side. I'd give it a 90 percent that he wasn't hit by the car. Other views clearly show him leaning onto the car with his hands and his body away from the car, indicating that he tried to grab onto a car that was evading him.
