The primary investigation into the incident is being led by the FBI, which has taken exclusive control of the investigation. This includes evidence collection such as the vehicle, shell casings, and witness interviews.

At first, there was an agreement for a joint investigation with the Minnesota Bureau of Criminal Apprehension (BCA), but the FBI (via the U.S. Attorney's Office) reversed course, revoking BCA access to key materials. As a result, the BCA withdrew from the federal effort, stating it could not conduct a thorough independent investigation without cooperation.

So, at this point the FBI is running the investigation, and I'm sure they'll make any arrests they deep appropriate.
