At 7 seconds he is in front of car and and can see he raises his gun.. first shot looks to be when he was hit or split second after.... Instinct, training.
Again, the wheels are turned towards him at beginning. Could be he already made up his mind to fire if she started towards him...

Do not studies, police experience tell you, in life and death situations, the mind can go blank goes blank? Documentary's of those situations state can last a few to several minutes after..Obvious point is no one knows the situation....In his mind, after being drug, possibly could have died...and those leaning left, many have been programmed gun control, which doesn't help either sides attitude.
