What are "they" going to "find"? The FED creates money out of thin air. Trumps wants them to create more out of thin air to force interest rates down. They refused. This has nothing to do with the "cost" of a building.

The FED was creating $80 billion a month during QE.

One day you might figure out how things work it's doubtful though.
