Intel is still a company back-pedaling from years of hubris from the artificial lack of competition enforced by its x86 licensing moat as well as poor strategy / foresight and mismanagement.

It is back from the brink due to Gelsinger's lobbying for government support, which was granted not a testament to the intrinsic industry-level quality of Intel, but because of the political risks of losing TSMC.

While Eric was a great hire, it will take years to re-steer such a massive ship and on-board new external customers for its now also-ran level foundries --the former crown jewels and the engines of its success are now a cap-ex weight around its ankles.
